Why not just use a toxicity score?
Tools flag patterns, not context. A low-authority blog link can be a natural, healthy citation, and a high-authority link can belong to a network Google has already devalued. I have seen disavow files built from raw tool exports that threw away a site's best links and kept its worst.

Do I need Search Console access?
It helps a lot. If you cannot provide it, tell me and we will work out what can be done from third-party link data.
